Following its adoption, council will begin rezoning procedures which will require a second public hearing. In its decision, council backed away from an unprecedented rec- ommendation from the planning commission to reserve one floor of the tower for a community use such as a theatre or art gallery because it would cither add un- wanted bulk to the building or fur- ther reduce the number of suites. Bosa has already reduced the size of the apartment building to 10 storeys from 20 at council’s in- sistence. The ministry’s’ Modern Lan- guages and Multicultural Programs informed school districts last month that, due to a shortage of funds, the ministry would be un- able to provide financial assistance for the exchange programs this year. The funding for such programs comes from the federal: gov- ernment's ‘supplemental funding’ for Immersion and Cadre pro- grams which also covers items such as secondary school projects, diagnostic centres, special pro- grams and teacher bursaries. . This year, the B.C. government needed $3 million in supplemental funding and received: $1.7 million, resulting in cutbacks to both grants and services. ; By the time the funding was confirmed many students had already made their plans for ex- . change trips and raised a large portion of their travel- costs themselves. The minister said he thought it . was “unfair to deprive the students of government’s share at this late . date and therefore the money. would be found within - existing budgets.’”. A maximum of 682 students and $100,000 is involved, province- wide. Brummet said the problem was symptomatic of the funding squeeze British Columbia is now feeling because the federal gov- -ernment’s French language fun- ding agreement favors provinces that are simply maintaining ex- isting programs. There is little or no money pro- vided for development or expan- sion of programs. In recent years French programs have become in- creasingly popular in British Col- umbia and demands for increased development activity have risen sharply.
