stiff competition from Jap-
anese shipbuilders who have
gained some experience
building Canadian designed
ice class ships for the Cana-
dian North, he said.

The Japanese are already
negotiating to supply off
shore oi! drilling platforms
and ships for Soviet drilling
off the Sakhalin Islands.
