10 -— Friday, February 28, 1992 ~ North Shore News WV Council denies smoking exemption for bowling alley WEST VANCOUVER District Council has denied the Brunswick Lions Gate Lanes bowling alley an ex- emption from the municipality’s smoking bylaw. By Maureen Curtis Contributing Writer The decision followed two delega- tions urging council to uphold the bylaw and a submission from a lawyer representing the bowling facility. Mayor Mark Sager directed Brunswick Lanes representatives to contact North Shore Health to plead the company’s case and submit its contention that it is ad- hering to the bylaw. “t's up to the health depart- ment to enforce the bylaws that are in place,”’ said Sager. Lanes’ lawyer Robert Hunger- ford submitted that the bowling alley may, in fact, be complying with the bylaw. He said that, ac- cording to his calculations, 54% of the facility is set aside for non-smokers, when only 50% is required to be set aside under the bylaw. The bowling alley wants to reserve its concourse for smokers and its lower seating area, which has most of the alley’s seating, for non-smokers. The actual bowling area would be open to smokers and non- smokers. “There are 36 alleys...and a number of members of cach team smoke,’’ Hungerford said. **You can’t have smoking tcams and non-smoking teains.** He asked council for more time to solve the problems arising from the disagreement between the lanes and the health department. But Ald. Ron Wood spoke for the rest of council in resisting what he called an ‘11th hour” at- tempt to handle the situation by hiring a lawyer just last Friday. Hungerford said Brunswick Lanes had not received until last week a copy of the latest report from North Shore Health’s health director Bil! Kimmett on the issue. Hungerford added that he had to pick up that copy himself. Kimmett pointed out that the actual bowling area is classified as an “indoor playing area,”’ which, according to the bylaw, must be a non-smoking area and cannot be included in calculating the alley's 50% non-smoking and 50% smoking areas. Kimmett said that smoking should be permitted in just 50% of the bowling alley’s promenade area and 50% of its seating area, which would encompass tables nine to 16. “Bowlers and spectators would (then) have a choice as to whether they wish a smoking or non- smoking area,’’ Kimmett said in his report. North Shore medical health of- ficer Brian O’Connor stated in a letter that smoking should not be permitted on the lanes or in the bowling alley’s public assembly area at all. Smoking, he said, should be Permitted in a separate designated area away from the playing area. Brunswick Lanes has complain- ed that it is the only bowling alley in the Lower Mainland that is subject to such a stringent smok- ing bylaw. “A large percentage of bowlers smoke. Sager said the same argument was used unsuccessfully Dy restau- rant owners who were concerned about losing customers through the enforcement of the smoking bylaw. Ald. Andy Danyliu predicted that bowling would be more pop- ular if bowling alleys were adver- tised as being non-smoking facili- ties. Deborah Weatherspoon, who tepresented an organization called Airspace, emphasized the dangers people face from smoking. “As a chemist, if 1 work with any of the carcinogens in ciga- rettes, 1 am required to use a fume hood. B.C. Ferries and many schools have banned smoking entirely, said Losken. . ‘*To condone this contravention is to make a mockery of the smoking bylaw,’ said Losken.
