Although the need for “guch a policy has not been as apparent in West Vancouver _ as some other municipalities, . it has many boosters. ‘One of these is West “Vancouver political scientist —Roff Johannson who has made two presentations on the subject to council in 1996, -“] think it’s a great first step, but F m critical of a few things i in it,” said Johannson. His criticism centres around two key issues: the continued Jack of regulations to govern staff conduct and a ban on lobbying by ex-coun- cillors lasting one rather than his suggestion of three years. In addition, Johannson criticized council’s decision = to adopt only a policy. “I would feel better if it was law rather than policy,” said Johannson. However, Williams argued the Municipal Act which governs the conduct of municipali- ties does nor grant them the authority to pass such a bylaw. And the province is better off for it, he added. “Confusion would result,” said Williams of the mish- mash of legis- lating that would inevit- ably cover the province. The policy outlines prop- er councillor conduct in matters relating to gifts, lob- bying by both present and past members, the use of insider information and the use of influence. In addition, rules of disclosure and bias are also addressed. An immediate case in point for the new policy is Coun. Allan cil dealt with a petition by one of her supporters during last fall’s municipal elections. “I think you have to sepa- rate the (election) campaign from what goes on,” said Byrd in her defence. “I feel I'm a free person.” Williams concurred and noted Byrd’s dilemma had become “a matter of con- science” because it does not contravene the — recently adopted policy. “A conflict of interest pol- icy is aimed at councillors, not candi- dates,” added Wiliams. Andy Danyliu who did not seck re-clec- tion last fall, said he has experienced Byrd’s_ dilem- ma during his years in oa councillor’s chair. “Whar I did during my eight years ... if I thought any case had economic impact I would disqual- ify myself,” said Danyliu. “1 disqualified myself even though in my heart I knew I would vote for what was best for the community.” As for the necessity of instituting a conflict of inter- est policy, Danyliu said the best censure is the one voters already have ~- once every three years at the ballot box. December’s precipitation forced closure of the course on Dec. 22. “The young tender grass just could not handle the wear and tear with the incredible amount of rain and snow the course was holding,” said Cruse. She added the course was very busy for most of the short time it was open, as golfers took advantage of the $16-a- round green fees. The same green fees kick in Feb. 1 Cruse said about 25 hopeful golfers called the course on Monday, the third in a string of three sunny days that had golfers eying their clubs. “As soon as the sun came out the phone started ringing,” she said.
