Furnace
blaze

An overheated furnance
has been blamed for a

$60,000 house fire
Monday morning at
Hyannis Drive.

A North Vancouver
District Fire Department
spokesman said that an
investigation by the
department and the North
Vancouver RCMP showed
that the blaze = started
because a furnance had been
burning too long.

The fire, at the home of
Terry and June Barrington,
took place while the couple
were on vacation and the
house was deserted.

The house was “severely
damaged” and the
spokesman said there was an
estimated $30,000 damage to
the building and $35,000
damage to contents.

Derrick Humphreys is spear-
heading a campaign by 12
B.C. municipalities which
run their own police depart-
ments to crack down on bad
drivers and hard-core
teenage delinquents.

A letter last week to

Attorney-General Allan
Willams from Humphreys,
writing in his capacity as
chairman of the group, asks
for: ;
“* Immediate’ driving
licence suspensions for
drivers accumulating 10 or
more penalty points,

* Lowering of the statu-
tory age for juveniles to
enable the judicial system
“to deal effectively which
chronic juvenile offenders.”

Humphreys says the
present penalty points
system is ineffective because
there is no adequate
provision for withdrawing
driving licences from
habitual offenders. As a
result, “bad and irrational
drivers continue to be at
large on our streets and

highways.

delinquents, Humphreys

frequently restricted in

In B.C. persons under 17
must presently be tried in
juvenile court and _ publi-
cation of names is banned.
Lowering the statutery age
would mean that, 16-year-
olds eligible to hold driving
licences could be tried in
adult) court with = full
publicity. |

Preliminary reactions to
the proposals from the
Vancouver Safety Council,
the B.C. Automobile
Association and The B.C.
Corrections Branch have
been lukewarm.

fences. Mandatory defensive
driving courses were
suggested as a more positive
alternative to licence
suspensions.

Another problem foreseen
was that people who depend
on driving for their liveli-
hood are likely to collect
penalty points faster than
“pleasure” drivers who may
have worse road habits.

Attorney-General  Willi-
ams remained for the
Moment non-committal. But
a corrections branch spokes-
man indicated there was
little support in the ministry
for changing the statutory
juvenile age.
