WEST VANCOUVER DISTRICT COUNCIL By Maureen Curtis Having pedaled across the North Shore alongside the Upper Business plan to be discussed THE DISTRICT of North Vancouver's draft corporate business plan is being intro- duced for community discus- sion at a forum on Wednesday. Nov. 23 in coun- cil chambers. Shaw Cable is providing a live telecast of the forum. beginning at 7 p.m. The broadcast will feature pre- sentations and a public comment period. The corporate business plan is a three-year blueprint setting out general principles identified by council by which they intend to govern and establish corporate priorities. service goals, resource allocations and program changes. Once adopted. the plan will become the map to be followed by staff for planning activities and preparing annual budgets. A number of key priority areas have been identified in the busi- ness plan. including: fiseai responsibility: focal government as leader and partner: changing the budget process: environmental stewardship; maximized efficien- cy and effectiveness: and social policy integration. A number of specific service areas and programs have been identified initially as priorities for change or improvement, These include: community development and planning: safety and security: health: arts. culture and recreation und youth services. The draft business plan will undergo a public review process The process includes necessury revisions. adoption and the devel- opment of specific action plans by staff. The plan is to be implemented in 1995. The forum is the first step in the public review process. although it is not the first step in the process of change. The organization, recognizing that changes are required if the district is to continue to provide services to residents both in the short and long-term, has com- menced or implemented a number of initiatives in recent years in the areas of public participation, deci- sion-making processes, policy development, budget processes, human resource strategies and strategic planning.
