Tel for an extended toll-free tele- phone area for North Vancouver residents. By Michael Becker News Reporter Eleanor Suckling gets a long- distance feeling every time she picks up the phone to talk to friends in nearby Port Coquitlam. A recent phone bill lists more than $100 worth of long-distance charges for calls made primarily to Port Coquitlam, where many of her friends live. Suckling appeared Monday as a delegation before Standing Committee of Council Corporate Services. Said committee member North ‘Vancouver District Coun. -Rick Buchols: “It’s another one of those issues where [ guess because we’re handy, people come to us, but we've got absolutely no power. I expect we’ll do nothing more than- send B.C. Tel a letter asking them to please lower their rates.” In response to a letter question- ing the long-distance charges ap- plied to North Vancouver tele- phone customers, B.C. Tel cus- tomer relations manager Joanna Harrington notes, ‘B.C. Tel has examined a number of alternatives for a Lower Mainland toll-free ~ calling area. The Canadian Radio-television and Telecom- munications Commission (CRTC) would require any solution to be financially neutral for B.C. Tel. “This means that local rates the district .| would have to increase to offset losses in long-distance revenue and other costs incurred. “‘A new rate structure which adheres to this criterion would produce both winners and losers. This fact underlies that sensitive nature of any proposal.’’ Harrington says a rate change would not proceed ‘‘unless strong community support is demon- strated.”” According to Colleen Rohde, district manager of legislative ser- vices, the municipality has sup- ported ongoing efforts in support of an extended toll-free calling area for the past few years. In 1988, the two North Van- couver mayors asked the CRTC to consider toll-free rate changes for North Vancouver, but the move was rejected. In the Lower Mainland, toll- free charges are based on a con- sideration of call volume ‘rather than distance. The Lower Mainland Municipal Association is working with the ‘Greater Vancouver Regional District to push for a removal of long-distance telephone charges for calls made within the Lower Mainland.
