El mailbox |<] City shouldn't sell its parkland Dear Editor Houses or parkland? This is the issue which is now con- fronting the residents of Up- per East Lonsdale. At the meeting of the North Van- couver City council, Sept. 4, 1984, council took the step towards rezoning a piece of existing parkland at 23rd Street between Grand Boulevard and Ridgeway Avenue. This block, known as 220A, is part of a large parcel of land given to the City of North Vancouver more than 70 years ago. In August 1912 the North Vancouver Sand (sic) and Improvement Co. gave the land to the City as parkland available for use by ali residents. In June 1975 City council exempted Block 220A by passing By-Law 4807 without benefit of a public hearing. A few weeks ago, the City, again without public hearing, surveyed and staked this land into seven residential ifots which it intends to sell to developers. Park space in the City of North Vancouver is one of the lowest per head of population in the Lower Mainland. It has 11 acres per 1000 population compared to West Van which has 20 acres per 1000 and the District of North Van which has 14 acres per 1000 of municipal park- land in addition to the large a areas of other parklands within its boundaries. According to its own 1979 Master Plan for Parks and Recreation Development, it was recommended that the City acquire open space in the Upper East Lonsdale area where Block 220A is located. Instead it is now trying to sell off existing parkland to developers. This area, because it is near the North Van Rec Centre and Mickey McDougall Gym, is well used by walkers and joggers. Block 220A is a wonderful wooded play area for children and for those who enjoy natural surroundings. ’ To develop housing here Do well educated parents produce refined children? It should be noted that the problem also exists in restaurants, museums, cinemas and, yes, even in libraries! . Now, although this is by no means anew phenomenon, it has definite- ly become worse during the past few years. However, On examining the present situation more closely 1t does begin to make sense. Highly intelhgent women are no longer having babies. So, although we are actually see- ing fewer young children to- day, than say ten years ago, hey belong predominantly to a lower income group. Of cougse, ours is by no means the only society suffer- ing these effects. The problem seems to be more or less worldwide. In Singapore, for instance, the Governor has launched a campaign to increase the number of educated citizens by genetic means — getting intelligent mothers and fathers to have more children while providing financial in- centives for poorer, less- educated women to undergo sterilization operations. In conclusion“it is logical to assume, that women wih a university education, would be more likely to have refin- ed, nicely mannered children, than their less fortunate, poorly educated sisters! J.
