At the general meeting of the Lynn Valley Community Associa- tion Tuesday night, president Derek Andrews displayed the OCP . map that was distributed to households throughout the district and pointed out the proposed sites of the road link. : One joins Dempsey Road with ' Seymour’s Hyannis Drive, while a lower route would link the end of. Ross Road in Lynn Valley with Hyannis. . Municipal planner Kai Kreuchen later told the Echo that a traffic - gonsultant had advised the district to provide more east-west crossings to avid the traffic bottleneck at the north end of the Second Nar- rows Bridge — a spot that will become even more congested when areas in Seymour, also highlighted in the OCP map, are developed for residential use. While some attending the meeting recognized the justifica- tion for a route connecting Demp- sey and Hyannis — one man pointed to the need for a second “escape route’’ from Seymour in case of a chemical hazard or other “emergency -—- no support was voiced for the Ross Road-Hyannis " connection. Kreuchen agreed there are prob- lems with the Ross Road site. '“Ross quite obviously is not as practical, as it does go through the most pristine area of the park,’’ he said, noting that the links drawn on the OCP map only indicate : areas to be considered, Other residents protested the Ross Road linkage on the grounds that huge traffic problems would result when Ross Road crosses Lynn Valley Road. Andrews told the assemblage that much of the area that most people consider Lynn Canyon “park” is actually not designated provincial parkland, but is in fact zoned Park,’ Recreation and Open Space by the municipality. When this is the case, the municipality has the ability to go through a public hearing process and change the zoning to enable road construction. When land is dedicated parkland, however, municipal planner Kreuchen said that the municipality has to apply to Vic- toria for a road allowance. Kreuchen said no one at this point is quite clear as to which areas of the park are under pro- vincial jurisdiction, and which are under municipal,’ and said the district would have to do a title search to ascertain. ownership. “These things are normally quite complex,’’ he commented. Andrews said the only legal definition of the park he has been able to find is in Lynn Valley pic- neer Walter Draycott’s printed his- tory of the valley. According to Andrews, Draycott reported that a family donated ap- proximately 11 acres of land for park use about 60 years ago, which was subsequently matched by the municipality. Andrews has not been able to find any indication that the park was ever legally expanded beyond 22 acres, and notes that many of the park attractions and trails do not fall within these originally- established park boundaries. The Lynn Valley Community Association appointed volunteers Teresa Dunn and Marion Edwards to head a committee to raise public awareness about the proposed link.
