There's no hooker problem in West Van - yet! PROSTITUTES could stake out West Vancouver's streets and council would be powerless to prevent them. And that warning comes from people who know about hookers - residents of the West End of Vancouver. Writing to West Vancouver council, the Concemed Residents of the West End (CROWE) Association appealed for its support in protesting the federal government's lack of action on the issue. The Supreme Court of Canada's decision to set aside Calgary's = street solicitation bylaw could pose potential problems _ for municipalities, the letter stated. “While it is most unlikely that the extent or type of problem that afflicts our area will appear in yours, it is increasingly obvious that, should the prostitutes decide to set up business on the Streets of your neigh- bourhood, you would be powerless to stop them,” said the West End residents. They warned that the present federal policy of looking for ways to pass the responsibility to local governments would fail because bylaws have proved to be ineffective in the past. “The regulation and control of street prostitution are impossible goals, given the current legislation and its interpretation by the courts,” they wrote. “We exhort) you as neighbours to look at our problem and, while the likelihood of your vuin- verability being tested is remote, we ask that you lend your voice to ours,” they asked.
