IN WEST VANCOUVER Board rejects exemption again WEST VANCOUVER School Board defeated another attempt to make district teachers exempt from Bill 3 Monday, despite the presence of an overflow crowd of teachers and before listening to a brief that board chair- man Dawn Sikula says could have changed her vote. By BILL BELL Sikula, who broke a tie vote by voting against the motion to extend the exemp- tion to the teachers, told the News after the meeting that the information contained in the brief, dealt with after the board’s vote, ‘‘could have changed”’ her mind. “If I had that informa- tion, it may have influenced my vote,’’ Sikula said after voting with trustees Margot Furk and Michael Smith against Fran McDowell and Norm Alban. In the brief, the teachers association said a vote for exemption would have led to the lifting of the B.C. Teacher’s Federation ‘‘in dispute’’ ruling, which effec- tively prevents the district from hiring new teachers. Exemption from Bill 3, provincial legislation that limits public sector wage in- creases, was part of a new contract negotiated by the teachers and a committee of the board.
