man Craig Clark, citing the
flouting of such rights in
years past, as with the con-
fiscation of the property of
Japanese Canadians during
World War II.

firmly opposed the request
saying that it was her under-

standing ‘‘there are adequate
safeguards (for property) in
common law now.”’

She added that while the
staff report dealt mainly with
the expropriation of proper-
ty, the proposed amendment -
had more far-reaching im-
plications, such as business
interests and financial
properties.

In a pamphlet issued by his
ministry, Gardom says that
property rights ‘‘should not
be left to sufferance, whim or
the vagaries of arbitrary
interpretation,”’’ but should
be ‘‘unambiguously entren-
ched im the Constitution.”
