At issue is the threatened displacement of still another American television sta- tion. In British Columbia, the Knowledge Network has now been given priority over American television signals for cable distribution on basic band (channels 2-13, where ali other Canadian television stations are located). This is as it should be, and the cable com- panies are wrong to suggest that it be otherwise. Shaw Cable’s application #863143400 to the Cana- dian Radio-Television and Telecommunications Commission (CRTC) for their North/West Vancouver system is based.on the premise that moving Knowl- edge Network to basic band (channels 2 - 13). from mid-band would bump an existing U.S. service, either KING-TV (NBC) from channel 5 or KCTS-TV (PBS) from channel 9, to mid-band (requiring a converter for reception). They suggest that if they have to move one, it would be preferable to move KING-TV, as some of their programs are duplicated on Canadian channels, | while very few, if any, of the PBS programs are duplicated. They are applying, however, for exemp- tion from the cule entirely, so that they can leave Knowledge Network on a mid-band (requiring a can- verter) and KING-TV on basic band. 1 will agree that, as an educational service, the Knowledge Network could do with some improve- iment. ft has come a long way since its initial experi- ments at BCIT, but the future is still limitless. One component il needs for improvement is greater exposure; this can be assisted by basic band distribu- tion, which can be accomplished without major disruption of existing services. The Knowledge Net- work is our service, We are paying for it (it is a Crown Corporation) and it needs our support. Wf you subscribe to cablevision on the North Shore, you are served by Shaw Cable systems; | urge you to send an endorsed copy of this letter to the’ CRTC, Knowledge Network (for support in their interven- tion) and to Shaw Cable. Show them that you care more about local educa- tion initiatives than the convenience of an American channel placement and cable-TV advertising.
