MIXED AS - Sunday News, September 6, 1981 Tenants oppose rent hike approva Case before Rentalsman By PAT RICH A dispute over rent increases on 111 three bedroom townhouses on Rufus Drive and Cedar Village Road in North Vancouver has involved the North Shore Tenants Association in an at- tempt to negotiate the first collective agreement between landlord and tenants. Cressey Developments, which leases the land from the City of North Van- couver, has appealed to the Rentaisman’s Office to validate rent increases which have taken place last year and this year. The tenants association, which 1S currently representing 77 of the If1 units, said the increases were “improperly presented and unregistered,” and said some tenants were denied the nght to Rent Review. The association also Maintained some tenants are facing ‘outrageous’ rent increases as high as $200 a month. Earlier this year, the association offered to mediate with the landlord to settle the dispute “instead of entering into the legal ad- versary system.” “The landlord flatly rejected the proposal and refused to negotiate a set- tlement,’’ a tenants association press release said last week. If Cressey is found to be in violation and the lease voided, the release said the land will revert back to the taxpayers of North Van City. Greg Richmond, spokesman for the tenants association, said the group “wants to instill a new at- titude towards tenant- landlord disputes.” “The adjudication system (through the Rentalsman’'s office) is expensive, time consuming to both parties and unsatisfactory,’’ Richmond said. He said “the time has come’ for. collective agreements and head to head negotiation between landlords and tenants. Nacel Properties Cressey’s agent in Ltd, the matter, has rejected this solution, Richmond said. In the case of the 111 units at 1960 Rufus Drive, 1919, 1930 and 1950 Cedar Village Road, Richmond and Richard Blackburn, the president of the association, said Cressey is attempting to “lead the market” by charging high rents. A survey conducted by the Rentalsman’s Office shows the average rent of a three bedroom house in North Van last month was $617.97. Blackburn said Cressey is attempting to raise rents in their development to over $800 a month. “We feel everything is being handled properly through the Rentalsman’s Office,” Ronda MacDonald, the general manager of Nacel, said. MacDonald declined to discuss details of the situation except to comment that the rentalsman was handling the case in the proper way.
