West Vancouver Residents to. Controlled Growth say they're concerned the municipality's popu- lation is growing too rapidly, and this particular development pro- posal would increase the area's density. Spokesman J. Cupit said in order to proceed with the con- struction of the apartment buildings the developers, British Pacific Properties, will need district council to amend the 1980 Official! Community Plan. He said the community plan calls for a planned density of 1% units per acre of residential development above the Upper Levels Highway, but the proposal before council calls for a new den- sity of 5.83 units per acre.
