NW lawyer gets immigration appe

ELINOR Caplan,
Minister of Citizenship
and Immigration,
recently announced
three appointments to
the Immigration and
Refugee Board (IRB).
The appointments were
made under the Ministerial
Advisory Commitice process

established in March 1995.
Michael A. Ross, a lawyer
from North Vancouver, has
been working with the British
Columbia Provincial
Ombudsman office since
1986. He has been appointed
to the Convention Refugee

Determination Division of

the IRB in Vancouver
Kashi Mattu, a lawver

from Vancouver, has been
working with British
Columbia Hydro and Power
Authority since 1994. Mo.
Mattu has been appointed to
the Convention Refugee

Determination Division of

the IRB in Vancouver
Douglas Scott Cochran, a

lawyer trom Vancouver, has

had his own law practice

since 1984 and has been a
college professor since 1989.
He has been appointed to the
Convention Refugee
Determination Division of
the IRB in Vancouver.

The IRB is an indepen
dent administrative tribunal
created by parliament under
the Immigration Act, report-
ing to parliament through
