estimates’ that Environmental
Tobacco Smoke (ETS), more com-
monly referred to as second-hand or

sidestream smoke, causes 50 lung
cancer deaths annually in nosi-
smokers.

The potential furor of public
debate on the issue was inadvertent-
ly illustrated by Coun. Don Bell.

During council debate on the
motion Bell jokingly suggested that
a smoking ban in all restaurants
would mean that he would dine out
with his wife more often.

Bell went on to ask, “Is it passi-
ble to get my home declared a pub-
lic space?”

Then realizing that his off-the-
culf remarks were being televised
by Shaw Cable Bell said, “My wife
will kill me when I get home if she
is watching this.

“But she’s probubly killing me
anyway with her smoking,” Bell
added,

mailed. Any property owner who has not received a
water notice should immediately contact the Tax Office
at the District of North Vancouver (990-2280). ;

New Owners should be aware of their responsibility for.
payment of the 1995 water charges and should ensure
that they are paid by themselves or the previous ownet.

Discount: A 10% discount is allowed on. the annual
water rates charge if payment is received in the
Municipal Hall on or before February 28, 1995.

Penalties: a 5% penalty will be added to outstanding
water charges after July 5, 1995. A further 5% penalty. .
will be added to water charges remaining unpaid after:
September 5, 1995.

Payment must be received in the Municipal Hall on or
before the above dates to qualify for discount or: to
avoid penalties. a
