HE NDP government is willing to
spend $7 million on hungry kids in
the education system. But it is not
willing to freeze tuition fees for students
hungry for education because such a move
would cost the government ‘‘miilions.”’
When B.C. Advanced Education and
Job Training Minister Tom Perry recently
visited Capilano College to view its new

A few generals
needed in the
Canada debate

WINNING GENERALS like Stormin’ Norman Schwsr- -
zkopf always plan for a ‘‘worst case scenario.’’ Hot-shat
salesmen like Brian Mulroney — weaned on the Power of
Positive Thinking — never admit the existence of a “worst

case scenario,
on UI.

So we might all be less uptight
if generals, not politicians, were
running the Canada debate, with
its interminable constitutional
yak-fest and Quebec’s ‘‘make-
yre.an-offer-by-October"™
ultimatum.

Should the 1992 unity battle end
in a dog’s breakfast with Quebec
departing in a snit — an outcome
looking more and more likely —
the generals would at least have
figured out their next move.

And it would NOT involve sen-
ding the army into Quebec to
teach treasonable Jacques
Parizeau and his 9% of Canadians
a lesson with tanks and mortars,
however well deserved. Things no
longer work that way. The next
thing would be a Third World UN
peacekeeping force guarding the
Chateau Frontenac, while Anglo
Canada — co-inventor of
peacekeeping — hung its head in
shame from coast to coast.

No. I suspect the generals’ cool
assessment would be that nothing
much of real significance had
happened after all.

Travel and ali other com-
munication between Quebec and
The Rest Of Canada (TROC}
would be as unlikely to change as
would our free and easy physical
links with the U.S. Attitudes on
both sides of the new border
might actually improve. Quebec
— its decision made — could at
last relax. TROC could finally
drop French from its cornflake
boxes.

Moreover (the generals would
reason) trade with TROC would
be as vital as ever for Quebec’s
livelihood, and to only a slightly
lesser extent the reverse would
also be true. As the historic
enemies who now form the Euro-
pean Community have proved,
business has replaced boundaries,
bombs and tanks in defining how
people live.

New nations — members of the
Russian-led commonwealth, the
Baltic states, Croatia and Slovenia
— are getting the message that
business, not politics, now calls
the shots. Business goes where the
buck is, giving countries Jarge or
small an even chance to share the
profits.

For sentimental reasons I hope
Quebec will stay part of Canada.
Aside from pride she’s nothing to
gain from quitting a confederation
that works, by and large, as well
