The North and West Van- couver Emergency Program has contingency plans for all disasters. They are prepared to act in the event of earth- quake, flood, fire and even tiuclear war. Jefford says there isn’t much that can be done in case of nuclear war but it should be people’s first pri- ority. “We should do as much as we.can to protect ourselves,’’ he says. But, he adds, ‘‘Nobody even wants to talk about it.” The rescue team is proba- bly the most well-known aspect of the program. The 50 volunteer members are required to have a knowledge of the local ter- rain, first aid and map and compass. Applications are reviewed in April, training is done from September through June. Jefford stresses one of the most important skills of the team is the ability to work and. communicate as a group. A knowledge of first aid and a willingness to help in case of emergency is not enough, he says. ‘‘People come out of the woodwork during emergencies,’’ he says. “But they aren’t orga- =2 ae _ ane ett nized and they’re not effee- live.”” Enthusiasm isn't enough, Jefford says. ‘“‘We need people, who, in the middle of the night, when it's pour- ing rain or the snow is really coming down, can get around and we don’t have to worry about them. [t's not an individual type of thing. It’s got to be a team.” Searches are what the rescue team are asked to do most often. A call is made to the Emergency Program's command centre by the RCMP. Jefford decides how many people and what equipment is needed. A search master is called: one of three on call around the clock. The team is divided into five squads of 10 members each with a leader appointed to each squad. Each squad reports to the search master who assigns different areas to cover. A cell of two or three members is given ap- propriate equipment to cover specific areas. The search master is to co-ordinate who goes where and does what. Every member has standard first aid, says Jefford and on searches members must con- centrate on the medical aspects of their training. Jefford doesn’t like to think of the program as a service. ‘‘It’s insurance,”’ he says.
