DISILLUSIONED WITH red tape at North - Vancouver City Hall, Diamond Gym owner Roy Baumgartner is seriously thinking of developing what will be Western Canada’s largest fitness centre in North Vancouver District, instead of in the City as he orginally planned. Two and a half years ago Baumgartner opened Dia- mond Gym at Lonsdale and East Second, the first fitness centre on the North Shore. He then bought a franchise with the large Gold’s Gym chain, but has spent an un- successful year searching for a location in which to develop the expanded facility which will include space for aerobics and weight training, whirlpool, steam room, pro shop, daycare, lounge and leased space for a _ nutri- tionist, physiotherapist and massage therapist. During the past year, Baumgartner has been re- jected on four locations he proposed. Despite City staff recommendations against it, he finally received Council approval February 6 for the zoning amendment to allow his health centre to go into a building in the City’s light in- dustrial zone. ity The owner. of the building W.VAN VO had agreed early“in January to hold on for the four mon- ths Baumgartner was told it would take to process the rezoning. But that time frame is getting longer as the City comes up with more stipula- tions, and the owner will not wait, Baumgartner said. . **Council has been positive towards the proposal in not saying no to the zoning amendment. And now the Ci- ty is going through its regular routines,’? said City Ad- ministrator E. Raymond. **The zoning regulations are there: we didn’t make them up,’ Mayor Jack Loucks told Baumgartner. er said he was grateful for Council support but felt that having to bring in proposal after proposal to be “‘shot down’’ was ‘‘not a progressive procedure.’” Now he is considering a building of the'same size in $38, TERS 00 approved for enumeration WEST VAN council has decided to spend $38,000 on a 1984 voter enumeration. ‘This is a very important matter,’’ said Alderman Diana Hutchinson. ‘‘We’ve had no renumeration in 10 years. I’ve been federal retur- ning officer here and | know it’s of great value.’’ Alderman Doreen Black- burn said, ‘‘There have been excellent elections held in West Van the past two times. Although we know it’s not right, it would be possible to cast a fraudulent vote in an election.”’ _ where staff have readily gone — North Vancouver District, over his plans and told him what regulations he must follow. The site is also in the District’s industrial zone, which already accommodates fitness centres, as do the in- dustrial zones of Vancouver, Burnaby, New Westminster and Richmond. Baumgartner is disap- pointed that the District loca- tion is about two miles away from the area in which he has built up clientele. **But the City is losing out on our taxes and our business,” he said, adding that his development would have brought commerce to the economically depressed Lower Lonsdale area. Baumgartner also plans to ask the City for a full refund of the $580 rezoning applica- tion fee that he put up for the Lower Lonsdale building. He understood from Deputy Directoy -that he could redirect the fee to another location he has started look- ing at in the City, but Direc- tor Frank Morris negated that idea at the March 4 Council meeting. Apparently Baumgartner should be eligi- ble for a rebate of only. $250. tion Monday to refer the matter to its advisory com- mittee for report. Last week a rival fitness centre lodged a complaint with the City that allowing Baumgartner to move into the cheaper rent industrial sector would con- stitute unfair competition.
