The etter, dated November 25, 1981, from Kingston's commissioner of works to Human Action to Limit Taxes — a Vancouver- based tax-fighting group which has strongly backed private garbage collection — reads: “In reply to your enquiry | hereby confirm that municipal garbage collecnon in the city of Kingston, Ontano, is carned out by City employees. It appears that the cost of collecting has gone up 400% though, with CUPE (Canadian Union of Public Employees) doing the work. The mayor told The News that his original warning to council, quoting Kingston, was based on information in an article that had been brought to his attention. It now seemed the formation, which he r accepted in good faith, was erroneous, he said, and he would correct it. “1 want to emphasize, however,” he added, “that the information in the article had nothing to do with council’s decision to con- in- had , tinue with the municipally operated garbage collection system.” Later, at Monday's City council meeting, Loucks told aldermen he _ had created a wrong impression about the Kingston situation during the earlier debate about garbage pickup. He admitted: “I don't know what it costs them (Kington) to collect their garbage.” Alderman Bill Sorenson, a proponent of private gar- bage pickup, blamed the mix-up on the Canadian Union of Public Employees. “A good deal of CUPE information is inaccurate and bordering on untruth,” he said. “They twist the facts around to suit their pur- poses.” Last fall Haul-Away won a contract to handle West Vancouver's garbage collection when that municipality decided to hand over the service to the private sector.
