NORTH VANCOUVER DISTRICT COUNCIL By Martin Millerchip _According to its introduction, the plan “outlines ‘the principles and priorities under which the District of North Vancouver will be governed during the next few years.” The first draft of the plan was debated at a televised town hall meeting last year and public input was invited. Most of the feedback was posi- tive about the concept but con- demned the draft for its lack of content. “Shoveling smoke” was the way one. community — association described the business plan.
