Although not part of the index calculation, the report alsi ranks the provinces and states according to the value of the average donation. Canada’s poor perfor- mance literally leaps out. The 10 Canadian provinces rank dead last in the value of dona- tions. ‘The Canadian provinces occupy positions 52 to 61. The average U.S. donation in Canadian dollars is $3,302, more than four times the aver- age Canadian donation of $743. More striking is the fact that the top quintile U.S. states average more than six to give times the average donation of the average Canadian province and mere than 4.5 times that of Alberta, Canada’s top rank- ing provinee in terms of the dollar value of donations.
