U-S. lacks any reliable source
of state by-state volunteenng
intormation. The U.S.-Canada
index is, therefore, composed
of only two variables: donors-
to-tax-filers and donations as a
pereentage of income. In
other words, it only assesses
the monetary side of generosi-
ty whereas the Canadian index

assesses both monetary and
born monactary gens COS1CV.
The results are starthaig.
Not one Canadian
province scores in the top
quintile. Only Manitoba,
Canada’s top ranking prosince
with a score of 5.4 out of 2
possible 10, reaches the sec-
ond quintile. It ded Rhode
Island and South Carolina for

26th position. The remaining,
three quintiles contain three
provinces each,

Utah topped the list of
US. and Canadian jurisdic-
tions with a score of 9.1. It
significantly outperformed the
next best jurisdiction,
Maryland with a score of 7.7.

The heart stopping statistic
is not, however, the relatively
peor scores for all of the
Canadian provinces but rather
the absolutely dismal perfor-
mance of Canadian provinces
when donations are ranked
according to their dollar value.

Although not part of the
index calculation, the report
alsi ranks the provinces and
states according to the value
of the average donation.

Canada’s poor perfor-
mance literally leaps out. The
10 Canadian provinces rank
dead last in the value of dona-
tions.

occupy positions 52 to 61.

The average U.S. donation
in Canadian dollars is $3,302,
more than four times the aver-
age Canadian donation of
$743. More striking is the fact
that the top quintile U.S.
states average more than six

of Alberta, Canada’s top rank-
ing provinee in terms of the
dollar value of donations.

In both the all-Canadian
index and the U.S.-Canada
comparison ene fact seems to
hold constant: those that have
more, give more. The so-
calied “have” provinces do rel-
atively well in the all-Canadian
index compared to the “have-
not” provinces.

Similarly, when compared
to the U.S, states, Canadian
provinces, even our wealthiest
ones do not have the same
high level of income seen in
the U.S. Although more
research is needed, it seems
relatively obvious and intu-
itively logical that to be able
to give more yeu have to have
more. This suggests that gov-
ernment policy aimed at
increasing and fostering, gen-
erosity should focus on
expanding economic growth
