Ao - Friday, May 4, 1984 - North Shore News Taxi cobwebs t's good to learn that the Vancouver taxi zone cartel will come under scrutiny this month by the Motor Carrier Commis- sion. A probe of that archaic, self-serving in- stitution is long overdue. Under present regulations North Shore taxi-users returning home from Vancouver are required to hire a Vancouver-licensed cab. The same applies to residents of other outlying suburban areas. The North Shore customer may ride in a familiar North Shore Taxi or Sunshine Cabs vehicle for his downtown evening out, but he is not legally permitted to have one of those local com- panies (with which he may have a charge account) pick him up for the trip back -- even though it has a vehicle in the downtown core. Instead, he must order a Blacktop or Yellow Cab, while the North Shore vehicle **deadheads’’ back empty. Cabs compelled to travel significant distances empty within the metropolitan area are cabs temporarily out of service, thereby reducing the total number available at any given time. The continuing campaign to cut drinking driving by encouraging the use of taxis makes this alone a ridiculous situation. Aside from that, the Vancouver cartel -- by restraining competition -- denies the customer freedom of choice and thus works to lower the quality of service. The logical, commonsense answer is a regional zone to serve the entire Lower Mainland. Hopefully, taxi customers making oral and written submissions to the public forum on May 14 will finally convince the Motor Carrier Commission to sweep away these monopolistic cobwebs. Slow down f our provincial povernment moved as fast on all matters as the proposed new changes to our education system, the pace would be unbelievable. Which makes one question the reasons for this speed on such an important matter. Trying to restructure our education direction without (ime for proper consultation and = study of submissions is dangerous. Phe molding of minds should not be a political acon.
