He said workers scraped off the paint powder before allowing the rink ice to melt into the storm drain. On this occasion, workers did not realize that another layer of paint powder was on the ice. The scraped off paint pow- der is treated as a special waste and disposed of through a pri- vate company. The municipal- ity could have been fined under the Waste Management Act and the Fisheries Act.
