North Vancouver District council voted 6-1 Tuesday to amend its procedural bylaws so that councillors will no longer be given four minutes to explain a new motion, unless another councillor seconds it. A motion was made by Coun. Doug MacKay-Dunn to cor- recta conflict between council's procedural by’ laws and its cur- rent practice. The move raised the ire of Coun. Ernie Crist, who said it was a personal attack. Crist expressed concern that the measures were directed against him personally, as he is the only current councillor who was not endorsed by the Concerned Citizens Association (CCA), a citizen’s group that was formulated prior to the last election.
