MAILBOX Sunday, December 1, 1991 — North S MP Collins responds to shipbuilding articles Dear Editor: 1 am writing in response to the article and editorial which ap- peared in your newspaper on Oct. 4 and 6 concerning the award by the federal government of a con- tract to Fenco Engineers for 12 new maritime coastal defence vessels for the Canadian Navy. In the article and the editorial the federal government is accused of failing to consider West Coast shipyards in the award of the above-noted contract and of gen- erally writing off the West Coast shipbuilding industry. I would like to set the record Straight. The contract for the maritime coastal defence vessels was award- ed in a fair and open competition following a detailed evaluation by -ateam of specialists. The Fenco proposal was judged to be superior in four of five categories and to represent the best value for money. The atioca- tion of the shipyard work among a number of contractors as pro- posed in your article would have substantially increased the cost and risk of the project and would not have provided lasting benefits for the West Coast shipbuilding industry. The proposal maximizes Cana- dian content and benefits regions of Canada. Approximately $50 million of the overall $500 miilion value of the contract will be spent in British Columbia. Macdonald Dettwiler and Associates of Richmond, British Columbia, have been selected to provide the mine countermeasures, command and control and logistics support elements of the project. The high technology ele- ments of this portion of the con- tract offer significant export potential for British Columbia in- dustries. The record of this government in supporting the West Coast shipbuilding industry is wholly creditable considering the many pressures for assistance to other sectors of the economy and the YOU SAI NORTH SHORE residents were recently surveyed for their opinion on testing for AIDS.
