about the private sector's finger in the public-
services pie — has not yet had its say.

A water district report cites a Cleveland Dam hydro-electric project
and a Seymour watershed filtration plant as potential partnerships
between the private sector and the regional government.

The report comes before the water district’s water committee April 21.

Although the Greater Vancouver Regional District has experience
with private-sector partnerships for the Burnaby incinerator and Cache
Creek landfill, the two recent proposals would be precedent-setting for
the water district.

According to water district regional manager Ben Marr. the Capilano
watershed's Cleveland Dam project will likely move along faster than the
filtration plaat. ‘

A power-generating facility could be built by enlarging the existing
underground chamber adjacent to the diversion tunnel at the Cleveland
Dam, the report said.

The project would meet the electricity demand for 5,000 households
by using surplus water that spills over the dam in winter and fall.

Marr said such a private partnership would not interfere with the
delivery of water and would provide profits of up to $1 million a year to
the water district.

“Tt will be revenue to us at no cost to us,” he said.

The report said the public supports the project. That opinion was
based on public consultations in 1992, the last time the project was float-
ed.

Under the partnership agreement, the plant would be either complete-
ly privatized or ownership would transfer to the district at the end of a
specified period.
