14- Sunday, June 7, 1998 ~ North Shore News Quality of children’s care in question From pane protection hearing set for June 30. Admittedly, rhe Scott and Bosco union is far from a per- feet one. Scott is legally blind and Bosco has been on social assis- tance for most of her adult life. Their home could use 2 good cleaning and a fresh coat of paint. Bur they say what their home may lack estheti- ge cally it more than makes up with affection. “T just don'r see in the future a permanent removal because there was no neglect or abuse,” said Bosco. “Ifany- thing we're guilty of too much love.” But where a line of mini- mal care is to be drawn is a thorny issue. In the opinion of social workers on the case, the Sco and Bosco household falls beneath it. holds a photo of his three kids that were recently taken away by social workers. Province-wide the number in the ministrv’s care is about 9,366, just less than 1%. Scott said the ministry became involved in his fami- ly’s life last year. “Somebody put In a com- plaint and we still haven't con- firmed who,” said Scort. The anonymous complaint led to a visit from a social worker who outlined several areas of concern in June ‘97. Scott said the concerns included cleanliness of the children and the fact they were all wearing diapers. “They refused to be potty trained,” said Scort, adding that he and his wife both pur their minds to the task and have since seen to it that their kids are fully trained in bath- room etiquefte. Hawever, their file was passed over to the West Vancouver child protection branch which led to another visit from a social worker last February. This time around Scott and Bosco were presented with cight arcas that needed to be addressed. A 30-day deadline was attached to the points. The -conditions called for Bosco to undergo a psy- chiatric evaluation and out- lined the need to deal with the children’s inability to cat solid food. “We fulfilled it other than the psychiatric assessment because (Rose) couldn’: ger an appointment,” said Scott, addinzy thar his wife has since undergone the assessment and passed. But the ministry had seen enough and reduced the cou- pie’s contact with the children toa mere tour hours per week. The ministry cited wo of the children still wearing dia- pers, the three-ycar-old's back allegedly covered with feces and Bosco’s refusal of psychi- atric care as its reasons. Scott and Bosco deny all the points. Roger and Rose have been together for nine years, but have known cach other much longer. Rose’s older sister was Roger’s babysitter and the two familics knew each other well. “We hadn't seen cach other in vears and one day [ thought I would go up and see her older sister and she (Rose) was aver,” recalled Scort. “And we hit it off right away.” And the rest is, as they say, history. Scott and Bosco hope their current difficulties will soon be in the same category. “Personally I think it’s absolutely disgusting seeing how we brought them into the world — we never hurt them in any way,” said Scort. Meanwhile Bosco visual- izes the day her kids are allowed to return home. “I will cry tears of joy,” said Bosco. “We just want to carry on and be reuniced with our family and put this night- mare behind us,” she said.
