As Lucien Bouchard cavorts around New York — warming Boutros Boutros-Ghali, head of the UN, to prepare to recognize Quebee as an independent nation — the average Quebecer has never yet had the PRICE of “indepen- * dence” clearly explained. A price that must surely include a Canadian corridor through Quebec between the Maritimes and Ontario. Plus continued Canadian control of the St. Lawrence water- way linking the Lakehead to the Atlantic. And what about those huge north- ern territories added to Quebec: * after 1867 by acts of Parliament? — Not having been part of Quebec at. Confederation, they can be reclaimed for Canada simply by new acts of Parliament: . All these, however, would be minor inconveniences for Quebecers compared to the nose- dive in their living standard as a result of being cut off from an auto- matic supply, of Canadian dollar currency. Nobody, of course, could stop Quebec from using Canadian dollars. But henceforth those Canadian dollars would have to be EARNED by exports instead of being delivered by Loomis armored truck from the Canadian Mint. The trouble is that, apart from pulp and paper, Quebec has up to now been an importer rather than an exporter. Few of its other major industries can yet compete on world markets without helty subsidies. The only way to boost exports is to Jower the price of export products, which means cutling wages and other labor costs. A simple solution, for example, would be to roll back the pay of workers now earning $14 an hour to maybe $9 an hour. Alternately, Quebec could cre- ate ils own currency — let's call it the Quebec france, starting out equivalent to $1 Canadian. So at 14 Quebee franes an hour workers could continue to be paid nominally a the same rate as before. But with one big difference. In order to keep down the price of exports to foreign customers, (he Quebee government would quickly be forced to depreciate its new cur- reney in much the same way as the Canadian dothir has been depreciat- ed relative to the U.S. dollar.
