After the two hour hearing council voted to return the zoning amendment bylaw to council, where it will be dis- cussed June 27. “We'll be there,” muttered one Norgate resident after the council vote. Norgate residents listened politely as Kreuchen and Bill Lane from the housing cor- poration explained the para- meters of the proposal. Kreuchen said the area was considered perfect for low cost multi-family hous- ing because of its closeness to a major transportation corridor (Marine Drive), a school, and other amenities. It would not be appropriate for single-family homes because of the proximity of light industry and commer- cial enterprises, he said. Council is only consider- ing a zoning change at the moment, and there are no’ concrete plans for a housing project, he said. There would be 55 units at the very most, and possibly less, the planner said. Lane said 25 per cent of the units would be sub- sidized housing, while the rest of the residents would pay fair market rents. Some units would be built for the handicapped, he said, and there would be a mixture of ages and incomes in the pro- ject. “It will be designed primarily for families, and will be ground oriented,” Lane said. No units would be more than two stones in height. Of the 43 members of the public who spoke, only two were in favor of the proyect — Anita Danson of the North Shore Association for the Physically Handicapped. and Sheila Gilmour from the North Shore division of the United Way Both stressed the need for housing for the handicapped and other «disadvantaged people multi-family But Norgate residents reacted with scepticism and muted anger when Gilmour ’ said Norgate itself had been a controversial, aiternate housing development when it was started. Bruce Delaney, president of the 932-member Norgate Park Community Associa- tion, said the main issue was greenbelts. Building a multi- family development would destroy what little buffer Norgate has from the bustle and commerce of Marine Drive, he said. But most of the speakers were more concerned about traffic. They said already too many cars travel through the area, especially 15th Street, often disobeying stop signs and speed limits. There is no parking available for local residents because of commuters and employees of the surround- ing businesses taking up all the available street parking, other speakers said. Concern for the safety of children playing on the street was expressed by some residents. One speaker said he had “just paid a lot of money to get away from low income, multi-family hous- ing,” and he didn’t want to see it in his new neighborhood.
