was tabled. Some speakers re-
quested compensation for delays.

David Main deseribed the
district’s permits and licensing
department as ‘‘*gridlocked’’ and
taking eight to 10 weeks to pro-
cess a permit.

He said permits are processed in
Surrey in two weeks.

Ron Marr asked council about

the timing tor any further changes
to the zoning bylaw. He sugzested
thut the uneertainty over
redevelopment rules was affecting
district property values.

Municipal planner Irwin Torry
said that some areas might be
ready for neighborhood zoning
within a year, but that ‘'consensus
will dictate how quickly we
move."'

Marr pointed out that Multiple
Listing Service figures show that
single-family resales in North
Vancouver have increased an
average of $8,725 between Dec. 3!
and March 15.

But in the same period, single-
family resales in Richmond and
Burnaby = h increased = over
$29,000 and that the average in-
crease for Greater Vancouver, ex-
cluding the North Shore, is
$26,053,

“Our property values have
declined $17,900 relative to other
Lower Mainland houses in the fast
2% month. and the marketplace
is only just beginning to under-
stand what your bylaw means.”

Dykeman said that housing
restrictions should now be
discussed on a_ neighborhood-
by-neighborhood basis.
