Assisted by officers from the North Van detachment, the RCMP closed off the upper Lynn Valley area around Hoskins Road and Raiph Street. Several plain clothes officers in unmarked cars kept watch on a house on Ralph, while other of- ficers waited with police dogs. Meanwhile, it is alleged, in the house that was the centre of attention, an un- dercover drug detective was handing over $17,000 in cash to buy 5% ounces of cocaine. As soon as drug deal was over, the detective is said to have identified himself as a police officer and retmeved the cash, as the other RCMP members closed in. Arrested were Leonard Michael Frank, aged 24, and Kimberly Anne Brown, both of 1633 Ralph. They ap peared in provincial court in North Van Friday. the alleged Abduction victim released CRIES for help heard by a man walking in_ the Panorama Studios area of West Vancouver Friday were eventually traced to a water pumping station. The man first heard the cnes at about 4 p.m. but could not identify just where they were coming from in the bush area just behind the studios. When he heard the cnes again about 15 minutes later he called West Vancouver police. Officers found the shouts were coming from a concrete chamber water pipes. Also housed there — lemporanly — was a 17- year-old youth who had been forced into the concrete room by a group of men who had then locked the opening with a U-bolt. The youth told the police he had been abducted froma backyard in Vancouver by a housing Peter K. Automobile Ltd. group of men who had forced him into a car, driven him to West Van and locked him in the concrete struc- ture. West Van police say the youth maintained the reason for him being kidnapped was a total mystery and they are leaving the abduction in- vestigation to Vancouver police.
