AC By CHRIS LLOYD A five month exhaustive study by volunteer members of the Community Hazards Task Force appointed by North Vancouver District council has culminated in a report that paints a picture of a community ill-prepared for the many potential disasters which lurk as a result of vast quantities of hazardous materials moving within its boundaries. The final report. received by Distmet council last week, pinpoints numerous — alar- ming inadequacies in the transportation and - to a lesser degree - the manufacture of potentally hazardous chemicals on the North Shore. which move under minimal supervision on poorly maintained routes. Though hauled by Mayor Don Bell as being of more value than the previous report by Beak consultants commissioned by _ the council. through being less alarmist and written in layman's language, the report cites deficiencies in every aspect of local chemical transportation and the ability to handle any emergency. And the report shows that even the removal of the Hooker Chemical (Canadian Occidental) chlorine manufacturing plant at the north end of Second Narrows Bridge gives im- mediate neighbors increased life expectancy odds of less than half of one per cent. At the same time the cost of such removal would require an outlay of more than $41.000 per person if borne exclusively by those neighbors who would benefit most by the plant's removal.
