Committee on Disability Issues’ chairperson Pam Horton, provincial legislation enacted in 1991 has fallen short of providing people with disabilities the guar- anteed ‘tight of access to parking. “Unfortunately, the legislation didn’t have a whole lot of guts to it,’’ she said. Although she believes that North Vancouver City has a fairly good record of enforcing its parking bylaws to support people with disabilities, there are still “many abuses, particularly in shop- . ping mall parking lots. “It’s very confusing; who can enforce — where you can. en- - force,’ said Horton. Municipal . parking checkers have: a mandate to patrol street and municipal parking areas, but the responsibility for grocery store lots and parking on private prop- erty remains a grey area: Each raunicipality. has the re- sponsibility of .writing and enfor- cing its own regulations regarding parking for people with disabilities. Regional District (GYRD) municipalities, had no-bylaws concerning parking for people with disabilities at all. In a paper which is being sub- mitted to the Ministry of the At- torney General and Ministry of Municipal Affairs, the B.C. Coalition of. People with Disabilities is asking for legislation that would require municipalities to designate spaces for disabled permit holders at public parking areas and in private parking spaces in commercial! and multi- family dwellings -—- and then en- force the violations. As some communities lack a body to screen and issue permits, the B.C. Coalition wants the pro- vincial government to designate a single centralized registry. Funding for an education cam- paign to raise public awareness re- garding rights to disabled parking access is also recommended.
