Although council inembers con- sidered the case Presented by Emiko Nakagawa, who is in the process of purchasing the property at 4410 Ross Cres., the outgoing council decided to iasist that the hedge come down in one of the last motions of its term. Nakagawa said that he would net have purchased the property from the Thompson family if he had known that the municipality was going to order the hedge and adjacent fence to come down. He said he had not really been aware of the location of the property line in relation to the house, which does: not comply with district bylaws because it is less than four feet (1.2 m) from the property line. Because the property’s fence and hedge are actually en- croaching on the public road ‘al- lowance by as much as 13 feet (3.96 m) in places, Nakagawa is concerned that their destruction will remove an effective privacy barrier near the allowance and where people park and walk to Stearman beach.
