David Finlay is doubtful whether his district will benefit from this costly service. The Greater Vancouver Regional District (GVRD) wants to take on the permanent role of development services, Which it has performed for focal municipalities on a con- tractual basis for the past few years, “The contracting role gets you thinking on a monthly and daily basis — rather than on the long term,’’ explained O’Connor in his Sept. 14° presentation to West Vancouver District Council. O'Connor said the Greater Van- couver municipalities require more continuity in development plann- ing than can be provided within the contract system. “If we don't we're going to make some serious mistakes," O'Connor said. We don't have a plan to decide which project should be done first,’ he added. The G¥RD proposes to make developinent services — which in- clude data processing, transporta- tion planning, regional develop- ment strategies and mini studies for individual municipalities — a permanent function. “There won't be a change in the work we're doing, but rather a change in focus. This is housekeeping, really,’’ O’Connor said. But Finlay was concerned about the potential cost and permanency of the new system. The GVRD's development ser- vices currently cose West Van- couver about $35,000 a year, and the GVRD is not planning to in- crease its (approx. $900,000) budget. But the GVRD would have the potential ability to levy up to $125,000 from the district, based on population. “Once we're into it we can't get out,’’ Finlay stated. Finlay doubted whether West Vancouver would gain much out of participation in the GVRD planning group. But Mayor Don Lanskail countered: ‘‘} don't agree. We cannot think in isolationist terms.
