WELFARE REFORMS in the
province of Alberta have
helped the provincial govern-
ment meet budget targets six
months ahead of schedule

of family and social services.

many Albertans criticized the

ernment’s general revenues through
taxation, they are entitled to its ben-
efits in hard times.

Wabasca claimed that since his
province instituted welfare reforms
in March, 1993, Alberta’s welfare
caseload dropped from an all-time
high of 96,275 cases to 52,243 two
years later and has subsequently
saved $150 million in federal trans-
fer payments. ;

The provincial — government
restricted welfare eligibility and cut
payments, while redirecting some of .
_ the funds to training and education
programs, in an effort to balance the
budget.

Automatic transmissions utilize hydraulic pressure to
transfer power from the engine, through a torque converter, to o
number of gears, These gears are actuated by clutch packs. All of this

activity generates tremendous heat, particularly in the torque
converter.

Automatic transmission fluid is similar to motor oil
however if contains significantly higher amounts of defergents. Thase
additives break down under normal use and lose their detergent ond
lubricative values. This becomes particularly acute if the fluid becomes
burnt, as a result of overheating. Overheating occurs when the
Iransmission is low on Auid {the fluid cools the transmission) or when.
you work the Iransmission too herd, such as by towing a large trailer.

It is critical thot drivers check their transmission regularly
{once a month) ond advisable to have the fuid replaced and filter
changed every 12 to 18 months.

For the most part, transmissions in cars built offer the early
80's have little or no adjustment. The days of having your ‘bands’
adjusted are all but gone.

Given the.cost of a major transmission repair, costing
thousands of dollars, regular maintenance makes financial sense.
