Victims awarded funds A TOTAL of 154 Criminal! Injury Compensation Act (CICA) awards, including two for North Shore related incidents, were an- nounced in September. Twenty-nine CICA applications were disallowed. A 35-year-old North Vancouver man was attacked and punched twice in the face by a male assailant in a bar. He suffered dental damage and facial contu- sions. He was awarded $1,363. A $2,806 award was given to the brother of a fatally injured crime victim for funeral and burial ex- penises incurred as a result of his sister’s death. The 27-year-old female victim was discovered in a shallow grave on Mount Seymour. Under CICA, anyene who is a victim of a crime in B.C. may app- ly. for and receive compensation, bring an action against a person or persons or do both. Application forms are available at any office of the Workers’ Compensation Board, which ad- ministers the act. The money to pay criminal inju- ry compensation comes from the consolidated revenue fund of B.C. through the Ministry of the At- torney General. When the victim decides not to bring an action then, upon pay- ment of compensation, the board is entitled to sue the party or par- ties responsible for the victim’s in- jury. The CICA gives the board authority to pay compensation in cases where there has been no criminal conviction or prosecution, although the claimant is obliged to report the incident to the police as soon as possible. Flood piain proposals unveiled A NEW set of policies to guide development in flood-prone areas across British Columbia was an- nounced recently by Environment and Parks Minister Bruce Strachan. - “Under this system, flood pro- ofing will kecume an integral part of ti municipal planning and business decision processes at the community level,’’ Strachan said. “The intent of these policies is to provide a reasonable process for ensuring that British Columbians are aware of flood hazards, and for minimizing loss of life, proper- ty damage and disruption from floods.” The policies set standards for building construction on flood plains, with the strictest require- ments applying to residential buildings and areas without dyke protection. Municipalities in most areas will also be able to develop flood plain management plans which permit modifications to flood-proofing levels, subject to certain limits and approval by the minister. Once a plan has been approved, local authorities will assume re- sponsibility for subdivision ap- provals in the flood-plain area, and the plan will be the means whereby the public is notified that a flood hazard exists.
