AO - Friday, November 23, 1984 - North Shore News Cutting the net rime Minister Mulroney's statement this week on the ‘‘universality’’ of old age pensions and the baby bonus sets a number of fears about the future of the social security net at rest — but by no means all. If the Tory government decides to end universality, the PM says the money saved will go to other programs to help the poor, not into general revenue. He also promises there will be no means test. The benefits would continue to be paid, but the money would be recovered from the rich through the tax system. In principle, this differs little from the present procedure. Both the OAP and the child allowance (unless credited to an = ac- count in the child’s name) are taxable now within the total income of the recipient. A wealthy beneficiary in the 50%. tax bracket already loses half the pension or baby bonus payment. Some simple mechanism for levy- ing, in effect, a 100% tay on such handouts above a certain income level is presumably all that's needed. The main argument, should universality be terminated in this way, will be over the cut- off point. Should an income of, say, $25,000 a year and upward forfeit all benefits? Or $30,000? Or $40,000? Should benefits be reduced in graduated steps before they disappear entirely? And how can widely dif- fering personal circumstances (such as sickness vs. health in old age) be handled equitably? Maybe few would argue that a $100,000 company president’s wife NEEDS the baby bonus. But there are much tougher questions to be faced before she loses it.
