Joan also likes sailing and horseback riding. _IRENE WATTS knows the value of a good idea The North Vancouver provincial court recorder was awarded $100 recently through the provincial gov- ernment’s Suggestion Awards Program for an idea that will not only save the B.C. court system untold amounts of money, but save court recorders untold numbers of sleepless nights. As with all the best ideas, the suggestion from Watts is simple. Modern court pro- ceedings are now almost ex- clusively committed to cassette tape via tape re- corder rather than paper via shorthand. A single cassette currently represents the only existing record of a par- ticular trial, preliminary hearing or day in court. If that cassette gocs miss- ing or is accidentally erased, the court proceedings con- tained in it also go missing. There is no replacement, no written record. The only alternative therefore is to reschedule, at massive ex- pense, whatever proceedings have been lost. : i IRENE WATTS “*T recently erased a tape accidentally,"’ Watts said, “and the next tape in line contained a murder trial. If 1 had erased that it would have been game over."' Rather than live under the black weight of such un- thinkable eventualities, Watts reasoned that a simple solution would be to make a copy of each tape with a cassette tape duplicating machine. Her suggestion that all provincial court houses be outfitted with one of the $700 machines was sent off to Victoria last summer. She was informed of its acceptance and her reward earlier this month. Projected total cost to the province will be approx- imately $65,000; projected total savings will be in- calculable. “If a five-day trial were to be lost or erased,’’ said Dorothy Penman, ad- ministrator of court services for North and West. Van- couver, ‘‘the cost of reconvening that trial would be tremendous.” The suggestion program was launched late in 1980 arid was set up to encourage government employees to submit labor-saving and ef- ficiency promoting ideas. Awards run from $100 to $10,000 depending on an idea’s estimated financial or labor-saving value to office or employer.
