Meeting as a policy and planning committee, the council approved a number of recommedations for recovering costs and in- North Vancouver City may have to wait a while before it can get any benefits from the provincial government's Downtown Revitalization Program, the director of the program warned last Monday. City council will first have to designate North Van's downtown on a map and get it approved by the Ministry of Municipal Affairs, said Peter Dueck at a meeting of council’s special policy committee. Council will then have to * establish a committee to run the program and get the committee approved by the ministry before North Vancouver can share in the $25 million program, he added. This could all take some time, even though Alderman Stella Jo Dean wanted council to act right away, said Dueck. He said most communities in British Columbia are. expected to apply for funds from the program. ‘ North Vancouver can apply for a provincial grant of 25% of the costs of a downtown promotion and organization program, or loan assistance for public works designed to improve and revitalize the downtown area, he said. In North Van District city must creasing permit fees. Until now permits to keep horses in the District have been issued free of charge, but staff proposed a fee be charged to cover the ad- ministration of issumg these permits. “We have apparently been very remiss in letting people keep a_ horse’ without charging: them a fee and maybe that’s wicked,” said The limit on this capital works assistance is $500,000, said Dueck. The city can also apply for grants for private businesses to improve their premises. Alderman Frank Marcino asked Dueck whether North Vancouver could receive assistance for both its downtown areas, Upper and Lower Lonsdale. ‘Usually we only recognize one core area,” Dueck replied, “but we're pretty flexible.” If North Vancouver wanted to designate two downtown areas, it would have to use the $500,600 limit on the public works assistance to cover both areas, he said. Alderman Gary Payne wondered whether money from the program could be used to partly finance the planned waterfront park. Dueck said he saw no reason why not, but advised council to seek other fun- ding from the government “as $500,000 doesn't go very far.” Marcino thanked Dueck for appearing before the committee and said he could “rest assured you'll be hearing from us. We've got a lot of projects going that need assistance.” Ast ANNUAL JANUARY SALE 10” -50° oft our entire stock!
