Those opposed fear the cars using 23rd south of Bellevue will pose a hazard to pedestrians, who enjoy a green walkway that some consider park, However, councillors noted that with the approval, the area, which is now a road allowance, could soon become a park, By granting the owners of the non-conforming garage use of the roadway, the owners will allow the city to ‘close 23rd Street south of the drive- way to traffic. Owners on the east side of 23rd have already agreed to the closure. The road allowance has been landscaped with park benches and plants. Staff said improvements to the intersection of 23rd and = Bellevue provide for a_ safe pedestrian route across the driveway, Councillors rejected a plan which would have seen a dri- veway from 2302 Betlevue to Bellevue, Staff recommended - that the proposal be dropped because landscaping = on Bellevue would ‘be reduced and vehicles would be forced to back across a sidewalk. $200,000 spent on process By lan Noble News Reporter A long-awaited land-use study for the Versatiic Shipyard’s waterfront site has been launched. The study is a joint effort of North Vancouver City; Coopers and Lybrand, the receivers for Shieldings Inc. (the indirect owner of most of che Versatile site) and Vancouver Port Corporation, which owns a large clink of real estate that is mainly water south of the Shieldings property. The three partners have chosen the consulting team of Coriolis Consulting Corp. and Hotson Rakker Architects to conduct the $200,000 study. Jay Wollenberg, president of Vancouver-based Coriclis, expects the study to be a complicated exercise. The three sponsors and the public all must be satis- fied by the final outcome, he said, While one stakeholder looks for public access, another will want the plan to accommodate urban development and another will be looking for the retention of heritage values. “There will be lots of expectations,” he said. “The trick will be to meet most of those.” He said consultants will put together a detailed inventory of the site’s physical capabilities. At the same time, consultants will determine what can be profitably run on the premises. Engineering work on how to service the 16.88-hectare (42.2-acre) site east of Lonsdale also needs to be done. In addition, there’s the environmental issue of soil conta- mination, Wollenberg explained that there’s a lot of junk left over from the site’s shipbuilding days, which began in 1906. Shipbuilding, he said, involves sandblasting, which pro- duces grit and that grit contains heavy metals. “The bottom line is the opportunities and the constraints on the site,” said Wollenberg.
