30 - Friday, September 1, 1992 ~ North Shore News AUTOMOTIVE Cost limit set for emission repairs No more than $200 to comply THE PROVINCE will set cost limits for vehicle repairs that are necessary to comply with the province’s new AirCare program, At- torney General Colin Gabelmann said recently. “Drivers will not be required to pay more than $200 to repair vehicles that do not pass inspec- tion,’” Gabelmann said. “Owners will be able to bring their vehicles into compliance and renew their vehicle licensing and insurance coverage at an afford- able rate while helping reduce pollution levels in the Lower Mainland,’’ he added. Canada’s first vehicle emissions inspection program opened Sept. 1 on the Lower Mainland. From that date, nearly all passenger cars and light trucks in that area will require proof of successful Air- Care inspection to renew vehicle licensing and insurance. “The lower Fraser Valley area has some of the worst ground- level ozone. concentrations in Canada, secorid only to those in the Windsor-Quebec City cor: ridor, which includes Toronto,” environment minister John Cashore said. ‘“‘The AirCare pro- gram is expected to contribute to a reduction of 56% -of pollution levels in the Lower Mainland by the year 2000. I am ‘pleased we have the AirCare program to help address these concerns,”’ he said. Only those vehicles which are repaired in certified AirCare sepair centres can qualify for the repair cost limit. ‘‘More than 200 repair centres certified by the Motoy Vehicle Branch will have the equipment and training to do the job right the first time. They have specific instructions to per- form the most cost-effective repairs first to bring vehicles as close as is feasible to the manu- facturer’s original performance standards,’’ Gabelmann said. “The Motor Vehicle Branch will be analyzing repair data and costs from these centres to monitor their performance.*” Since 1971, it has been illegal to operate a vehicle with removed, disabled or altered emission con- trol equipment. Gabelmann also announced that during the first year of the program, the emission cormponent inspection for model year 1987 and older vehicles will be limited to four specific compo- nents only, if they were part of the original factory equipment. These components are the ther- mostatic air cleaner, positive crankcase ventilation system, evaporative canister and a proper fuel cap. Inconsistent manufacturing and impost requirements may liave led some vehicie owners and repair technicians to believe that various other components could be removed without penalty. A phase-in will allow those motorists a year to bring their vehicles into full compliance. Vehicles of model year 1988 and newer wili be checked for all orig- inally installed emission control components. All vehicle owners are advised to check with a qualified techni- cian or an automobile dealer to verify what components were in- stalled originally at the factory.
