Proceeding without environmental impact study REMEDIAL CONSTRUCTION work on the Norsth Shore’s Cleveland Dam will begin Feb. 17 without a de- velopment permit, an environmental impact study or an opportunity for North Vancouver District Council to con- sider relevant fisheries issues. According to project engineer Paul Archibald, the dam work is required “*tc ensure that the dam can safely withstand a very large earthquake and can safely pass a very large flood on the watershed above the dam.” To accommodate the work of installing structural steel straps on the upstream face of the dam, the water level of the Capilano reser- voir must be drawn down 70 feet below normal seasonal levels. Because it will take appro: mately two months to refill the dam to meet summer water de- mands, the dam work must be completed by the end of March, and hence the need for accelerated approval . District director of development Richard Plunkert told council that the controls proposed the Greater Vancouver Water District (GVWD) ‘‘seem to be sufficient to warrant that council waive its re- quirements for development per- mits for the environment and hazardous conditions."* But that means an environmen- tal impact study that could have been required under the terms of a development permit has not been undertaken ‘tas in the opinion of this district (GYWD) only minimal environmental impacts are antici- pated during construction.’ The district also asked the GVWD for a copy of the letter from the Department of Fisheries and Oceans with its requirements for the project on Dec. 3, but has received no such letter, The GVWD will be providing two emergency spill clean-up kits to the contractor which will be stored on site during construction and the contract document will specify what provisions the con- tractor must make for handling and cleaning up potential con- taminants.
