Operation Provident This program is a_ centralized national numbering system that has been developed by Canadian police forces in which an identify- ing number is allotted to each organization or business. The assigned number filed with the issuing police is readily avail- able to law enforcement officials for quick and easy reference. On recovery of property, a police officer checks the local department's files to see if the number is registered. If not regis- tered locally, the number is checked by the national police computer to determine whether the property has been listed as missing anywhere in Canada. Poiice Counsellors The police counsellor program is staffed by two police officers. One officer is full-time and one, part-time. Presently our full-time counselor is Sylvia Hockley and the part-time counsellor, Lelia Morey. The full-time counsellor is on a 24-hour call Monday to Friday and the part-time counsellor is on call weekends only. This service is available to the members and staff of the North Vancouver detachment. The police counsellors report directly to the corporal in charge of the section and provide short-term counsell- ing as well as acting as referral agents. Some of their duties are: ® serving the needs of the com- munity residents who are in a crisis situation; ¢ assisting the RCMP in notifying next of kin in sudden deaths; @ assisting the RCMP when deal- ing with juvenile anti-social behavior: * acting as a resource persor for the Victim Assistance Program coordinator; * assisting members of the North Vancouver detachment in personal matters. Crime-prevention members in conjunction with aux- iliary members hold engraving sessions at local sites or stores, Schoot Liaison Program There are presentiy three school liaison constables — each assigned to a certain number of schools in North Vancouver. The objectives of the school liaison program are: *to develop better understanding between youth and police; © to create a better understanding of the role of police: * to create a better understanding of why there are laws and why they are enforced; * to create a better understanding of an individual’s responsibility to the community. This program is currently pres- ented in nine secondary schools and 34 elementary schools by three full-time school liaison members assigned to the program from September to June. The schcol liaison members are required to act as resource per- sonnel for students, staff and parents in problematic situations with appropriate referrals. They may from time to time find themselves in counselling situa- tions. They are also expected to par- ticipate when required in extracur- ricular activities such as sporting events, parent-advisory council meetings and staff meetings. Victim Assistance Program The coordinator of this pro- gram is a constable. There are at this time 20 volunteers who report directly to the coordinator. These volunteers work mainly evening shifts Monday to Friday. These volunteers are security cleared and offer the following services: * home security visits to victims of break and enters: * acting as referral service to help agencies available throughout the Lower Mainland; * follow-up support for survivors IME PROTECT YOURSELF of sudden deaths; * assistance in completing Workers Compensation Board and criminal injury claims; * criminal injury claims for vic- tims of assault and robberies; * advising victims of disposition of court proceedings; © assisting victims for making ap- plications for restitutions through the criminal courts; * court accompaniment for needy victims upon request; * provide victim or witness with non-judgmental support and transportation when required; * provide accompaniment and transportation to any support group meetings. The community policing and crime prevention section is also involved in: press tiaison duties, bicycle safety or school and bicy- cle rodeos, mall displays, business crime prevention seminars and other presentations.
