And ac- cording to Alderman Marilyn Baker the increase reflects the provincial governments cutback in cost-sharing programs. “The provincial govern- ment’s reduction in funding results in the 12 to 19 per cent increase to taxpayers,” said Baker. “We have and pared and pared and 'm sorry we couldn't pare it down further ... we tried to minimize the costs to tax- payers.” Although residential levies mean locals will dig deeper into their pocket linings, District industries also face hefty rate assessments — up to 50 per cent above last year. As Alderman Peter Powell, who opposed the budget, remarked: “It’s been the most frustrating budget, the least satisfactory budget since Ive been in council. “We should pull back on expenditures until we have a growth rate equal to ex- Alderman John Lakes (who opposed ratifying District’s budget) echoed Powell and added: “Some members of council do not realize many taxpayers can't afford to pay such increases; they're on fixed incomes.” But Alderman Mary Segal criticized both Powell and Lakes for lacking com- munity consciousness and pointed out that if District expenditures remain static, services wil] deteriorate. “The budget is good,” said Segal, “and we shouldn't cut services unless we hear from the taxpayers what they feel would be appropriate.” Alderman Ernie Crist also defended District's levies and noted, “It’s a responsible budget,” since no essential services were axed. : “To an extent we've subsidized industry,” Crist said, “and the fact is we're now asking them to carry a greater burden, though it is still lower than they would pay in other areas.” Mayor Don Bell said he felt remorse at having to pass on “overall average in- creases of 19 per cent” to local taxpayers but once again the felon was the provincial government. “It’s a substantial move by Victoria to increase costs to municipalities,” Bell said. “The government axed 30 per cent off District's ex- pected cost-sharing revenue .. it’s a very substantial shortfall.” Bell noted that in 1977 the annual budget crept 3.8 per cent above 1976.
