Claim-Rated Scale
remains fairest type
of ICBC coverage

OVER THE past few wecks, we've been looking into the
issue of bad drivers and how ICBC and cther bodies

should deal with them.

Currently, ICBC is looking at
at-fault accidents and Driver
Penalty Points to develop a fair
and accurate description of a bad
driver, We suspect this description
will fit a very small number of
drivers who repeatedly cause acci-
dents or break traffic Jaws.

Some claim-free motorists hold
that these bad drivers should bear
the entire burden of higher in-
surance premiums so that
premiums for ‘‘good" drivers
won't go up.

When you consider that the
corporation will need about 31.6
billion in premiums to cover the
cost of all claims reported this
year alone, shifting the load this
way would not work.

ICBC has 2.2 million policy-
holders and only about 28,600 of
them are paying Claim-Rated
Scale surcharges over and above
the ‘‘full price’’ of their coverage.

Not all of these people are
“*bad’’ drivers — many have had
only one accident which happened
before the driver earned the max-
imum 40% discount.

Siill, for every $10 reduction fn
premiums for each motorist not
paying a surcharge, ICBC wouid
have to raise rates for each of the
28,600 people mentioned above by
$759 in order to have enough in
the Autoplan fund to pay for

ANTIFREEZE MAY be
just what -the mechanic
ordered for winter driving,
but it is definitely not what
a vet would prescribe.

Antifreeze is odorless but has a
sweet taste that is attractive to
dogs and cats. Smail amounts of
it can be deadly to an animal.

A lethal dose for an average cat
is just one teaspoon, and one
ounce will kill a 15-pound dog.

When disposing of or adding
antifreeze be sure to be extra
careful not to let any spill into
puddles or sewer systems.

If you own a dog or cat do not
lee them drink from puddles. Pets
can also ingest antifreeze by lick-
ing their fur after running through
a puddle containing small
amounts of the poisonous liquid.

. Symptoms of antifreeze poison-
ing are nonspecific and typical to
other conditions. Look for
nausea, vomiting, depression,
poor coordination, increased
thirst, increased urination, and
seizures.

The prognosis for animais
poisoned with antifreeze depends

on the amount ingested and varies:

inversely with the amount of time
between ingestion and treatment.
Treatment is effective if initiated
early. Within one hour of inges-
tion, there is a very high success
rate. Treatment is much fess effec-
tive after four hours due to the
tapid absorption of antifreeze
from the gut.

if you suspect your pet has
touched any antifreeze, go to your
vet immediately.

for the few who suffer losses.

The Claim-Rated Scale remains
the most fair and practical way to
ensure that motorists with the best
driving records get the lowest in-
surance rates available.

The rest pay exira for their
coverage according to the degree
of cisk they pose as indicated by
the number of accidents they
cause and the traffic laws they vi-
olate.
