Al2 - Wednesday, January 13, 1982 - North Shore News Relief plan needs more work By OLGA RUSKIN A PROPOSED $100,000 plan to provide aid to victims of flooding and other natural disasters in North Vancouver District was sent back to the drawing board Monday night because Dihjstrict council felt its sponsor needed to do some more homework. Alderman Ernie Crist's notice of motion to have the District set up a_ special $100,000 Natural Disaster Compensation Fund found no seconder. But Mayor Don Beli said he would allow discussion, unless challenged, on Crist’s notice of motion for a special fund to help residents who suf- fered flood damage in last year’s severe rainstorms. Provincial assistance is limited to damage suffered to the home and insurance does not cover acts of God such as flood. Bell reported to council — that he had spoken with the Municipal Affairs Depart- ment about Crist’s notice of motion and the municipality's position with regard to such a fund. Bell said he was told the Municipal Act allowed a municipality to give aid to such a fund but not to set it up. The vagueness of Crist’s notice of motion “creates problems”, Bell stated to councd. The mayor went on to point out also that “the amount of the fund is not realistic.” He stated further that the District, by getting involved in such a fund, would be setting a pre- cedent. Crist, Bell suggested, should take a more detaijed approach to his notice of motion — such as providing criteria upon which to base the funding. Crist replied that he had deliberately not made his notice of motion detailed because “I am aware of these technica! problems”. Crist also commented that “the $100,000 figure is very inadequate. I kept the figure low so that council would find it easier to swallow”. Alderman Marilyn Baker stated she had difficulty with Crist’s frequent notices of motion which she described as “headliners every week”. She said that while there was some validity to the notices of motion, when presented they were not complete enough. Baker told council she couldn't support Crist’s present notice of motion because it needed more details, such as how much money is actually needed. Alderman John Lakes suggested the proposal be taken up at budget deliberations.
