District aldermen want plans for a_ senior citizen apartment building in Deep Cove to be approved as soon as possible, despite a highly critical staff report on the project. With only Mayor Don Bell in opposition, District council voted Monday night to prepare a bylaw to allow the construction of a, 60-unit building at 1384 Deep“ Cove Road. “I think we should do everything in our power to cut the red tape and not put roadblocks in their way,” said Alderman, Jim Ball, referring to thé. application by St.Simon’s ' Anglican Church. Alderman Jvhn Lakes opened debate by telling council members this was one instance when they should “look above all the technical objections that have arisen. A number of these ob- jections are included in a report summarizing _ staff comments on the project. In the report the planning department said ‘‘the - massing and density (of the proposed project) are totally out of context with the Deep Cove environment.” Planning also notes that the impact of the project on the Caledonta Place development “would be overwhelming.” The social planoing department noted that “the steepness of the site would make it difficult for many of the residents to walk around even on the Site In ad- dition, the amount of traffic on Deep Cove Road would make it difficult for seniors to walk safely on the road.” Other District depart- ments noted that there was insufficient information and clarification to fully evaluate the proposal. Ihe Advisory Design Panel found the application unacceptable for many of the reasons noted above and also recommended it be tabled untth completion of the forthcoming Deep Cove Study pase st WEST VANCOUVER 1679 BELLEVUE AVE. 2G FRR WONG'S WOK, GOUAMET CANTONESE Cursing OPEN SEVEN DAYS A WEEK LUNCHES - GOURMET DINNERS - TAKE OUT - DELIVERIES SPECIAL DIM SUM LUNCHES SAT., SUN., & HOLIDAYS ., 826-7371 | as a This opinion was echoed by the Advisory Planning Commission which made a similarrecommendation. | But Lakes and Ball said that time was a very im- portant factor because the “non-profit, non-denomina- tional society” not delay if they wanted funding from the govern- ment. “This is one application I just don't think we should throw into the Deep Cove * study,” Ball said. Lakes wanted to instruct staff to take a more positive * approach to the project, but other ‘aldermen felt this:did not: wanted staff to prepare a bylaw to allow the project to procede. Alderman Peter said council should not discourage “interested people who are willing to put up 60 units of specialized low cost housing.” Sid Ireland, a spokesman for society sponsoring the project, said many of the technical problems could be Overcome and rezoning might not be necessary. But Kai Kreuchen, the District planner, said an entirely new zone would have to be created for the project and because his department did not yet have full landscape or elevation plans, it would be “difficuls to pursue at this time.” Because of this, Mayor Bell suggested that maybe just a report by the next meeting on how the project could be achieved would be sansfactory. But other council members did not agree and wanted the bylaw prepared. Lakes said he is really “uptight” that council will “waffle this (proyect) right out) of existence,” unless council gets moving.
